Construction Manager for Commonwealth of Pennsylvania – Job Order Contracting Program
Since 2016, JEM Group has been the select small-diverse business partner for The Gordian Group to provide pre-construction and construction management services for Commonwealth agencies. Job Order Contracting, or “JOC”, is a proven construction procurement process that is ideal for use on renovation and alteration work, responding quickly to emergencies, addressing a backlog of deferred repairs and straightforward new construction. Instead of dealing with the time and expense of bidding each project separately, with Job Order Contracting, the contract has already been competitively awarded for an indefinite number of projects, enabling contractors to respond quickly and construction to begin faster.
The JOC Program has administered up to $30 million for Commonwealth agency projects as of 2017. JEM Group has two full-time employees dedicated to this program as account managers who act as facilitators for the agencies and The Gordian Group.
