Construction Manager for Commonwealth of Pennsylvania – Job Order Contracting Program

Since 2016, JEM Group has been the select small-diverse business partner for The Gordian Group to provide pre-construction and construction management services for Commonwealth agencies. Job Order Contracting, or “JOC”, is a proven construction procurement process that is ideal for use on renovation and alteration work, responding quickly to emergencies, addressing a backlog of deferred repairs and straightforward new construction. Instead of dealing with the time and expense of bidding each project separately, with Job Order Contracting, the contract has already been competitively awarded for an indefinite number of projects, enabling contractors to respond quickly and construction to begin faster.

 The JOC Program has administered more than $30 million for Commonwealth agency projects. JEM Group has a dedicated team of account managers who serve as facilitators for state agencies and The Gordian Group.

JEM Home Adaptations

Since 2016, JEM Group has served as a construction services partner to PA Health and Wellness. Delivering statewide services, from Philadelphia to Pittsburgh, we have built over 130,000 square feet of space for Centene Corporation and serve as the Program Manager for Home Adaptations. In the first year, we’ve completed 1,200 projects across PA, managing hundreds of projects simultaneously on an ongoing basis.
