Jessica E. Meyers is the CEO of JEM Group. Before founding the firm in 2003, she spent nearly 10 years in the construction industry. Jessica provides leadership, strategic business planning and client development for the firm. Under her leadership, JEM has experienced significant growth and diversification.

Her passion for giving back to the community has resulted in several board positions throughout the community including Centric Bank, Penn State Health West Shore Region, The Salvation Army Harrisburg, and the YWCA Harrisburg.

For her professional and civic dedication, she has been recognized as one of the Central Penn Business Journal’s “Forty Under 40” and as one of Pennsylvania’s Best 50 Women in Business. JEM Group was recognized as one of the CREDC FAB Five, was named Woman Owned Business of the Year by the SBA, and most recently was named to CPBJ’s Power 30 for Construction and Real Estate and received the Champion Award for Women in STEM. Her firm also was named one of the CPBJ's 50 Fastest Growing Companies four times and has received numerous awards for safety and craftsmanship.

A graduate of Penn State University, Jessica has lived in Central Pennsylvania for more than 35 years.

As Vice President of Operations, Andrew Notarfrancesco is responsible for overseeing all aspects of JEM Group’s construction operations including managing to financial and organization benchmarks and business development. With over 22 years of experience, Andrew has directly managed projects totaling over $700 Million.

Andrew is currently a committee member of the Real Estate Collaborative the development arm of the Cumberland Area Economic Development Council.

Greg serves as the Chief Financial Officer at JEM Group, where he oversees all facets of Accounting, Finance, Human Resources, and Information Technology. With a strategic vision and a keen focus on financial management, Greg ensures that the company’s financial operations are aligned with its long-term goals and objectives. His role encompasses the formulation of financial strategies, management of budgets, and optimization of resource allocation to drive sustainable growth and operational efficiency.

As a key member of the leadership team, Greg assists and supports the team in shaping the company’s overall strategy and ensuring its successful execution. His extensive experience in strategic planning and execution, business leadership, and financial planning and analysis equips him to contribute effectively to the company’s strategic direction and organizational development. Greg’s expertise supports JEM Group’s commitment to innovation, growth, and excellence in all areas of its operations.

Greg is a Certified Public Accountant and is a member of the American Institute of Certified Public Accountants (AICPA) and the Pennsylvania Institute of Certified Public Accountants (PICPA).

Kevin Juhl

Kevin brings more than 20 years of construction and preconstruction experience, leading estimating and budgeting for projects ranging from $50,000 to more than $30 million across all markets. Before joining JEM Group, he advanced from carpenter to estimator, senior estimator, and preconstruction manager, building extensive expertise in Design-Build delivery, conceptual estimating, value engineering, procurement, and cost management.

As Director of Preconstruction, Kevin oversees all estimating activities from early design through GMP development, partnering with owners and design teams to deliver accurate budgets, identify value-driven solutions, and provide cost certainty throughout the preconstruction process.

Education: Penn State University, Bachelor of Science in Psychology. Harrisburg Area Community College, completed Construction Project Planning & Scheduling coursework. Proudly served in the United States Marine Corps Field Artillery.

Brian brings more than 26 years of construction and mechanical systems experience leading complex commercial, healthcare, education, hospitality, multifamily, and institutional projects from preconstruction through closeout. As Director of Project Management, he oversees JEM Group's project management team, ensuring projects are delivered with exceptional quality, proactive communication, and disciplined management of schedule, budget, risk, and client expectations.

Prior to joining JEM Group, Brian progressed through roles as a commercial foreman, estimator, project manager, preconstruction and purchasing manager, operations manager, and business owner, giving him a well-rounded perspective on every phase of project delivery. His extensive background in mechanical and plumbing systems, combined with his expertise in healthcare construction and technical MEP coordination, allows him to effectively lead multidisciplinary teams, resolve complex challenges, and deliver successful outcomes for clients. Brian is recognized for his collaborative leadership style, commitment to quality, and ability to build strong relationships with owners, design professionals, subcontractors, and project teams.

Clayton brings more than 26 years of construction experience leading complex commercial, multifamily, healthcare, education, and industrial projects from planning through completion. As Director of Field Operations / Safety, he oversees JEM Group's field operations, ensuring projects are executed safely, efficiently, and to the highest standards of quality. He provides leadership and support to project superintendents and field personnel while driving operational excellence, project performance, and JEM's strong safety culture across every jobsite.

Before joining JEM Group, Clayton served as a Project Manager and Field Superintendent, managing large-scale multifamily developments, warehouse and industrial facilities, healthcare renovations, educational projects, and historic renovations. His hands-on field experience, combined with expertise in scheduling, quality control, contract administration, and client relations, enables him to proactively identify challenges, mentor project teams, and deliver successful outcomes for clients. Clayton is also OSHA 30 certified and is committed to fostering a culture where safety, accountability, and continuous improvement are fundamental to every project.

With a relationship-focused approach, Brooke is committed to building long-term partnerships and identifying opportunities that align with clients' needs. She plays a key role in expanding JEM's market presence while supporting the firm's commitment to exceptional service, collaboration, and lasting client relationships. In recognition of her leadership and impact within the business community, Brooke was honored with the Central Penn Business Journal

JEM’s volunteering efforts with Cocoa Packs Food Pantry are making sure no one goes to bed hungry. We’re proud to help fight hunger in our community.
JEM’s team volunteered with New Life for Girls, helping with painting, landscaping, and other minor renovation tasks. It's rewarding to support a great cause and contribute to creating a better place for this organization.
The JEM Team bundled up to volunteer with Cocoa Packs to ensure Derry Twp. students received supplementary nutrition and other support to enhance their overall wellness.
JEM Group hosted a Central PA Blood Bank blood drive in our office complex and received enough donations to save 84 lives.
JEM Sponsored hard hats and provided mentorship at ABC Keystone's All 'Bout Construction Camp's Women in the Industry Panel to help school-aged girls explore career opportunities in the construction industry.
